In November 2013, General Secretary Xi Jinping pointed out in his important speech during the inspection of Shandong that the province is the hometown of Confucius and Mencius, and Confucianism advocates the personality of a junzi(a person of noble character),which still has important value today. It is necessary to inherit and carry forward these values in line with the conditions of the times, and strive to achieve the creative transformation and innovative development of traditional Chinese virtues. In June 2018, Xi pointed out at the SCO Qingdao Summit that Shandong is the home province of Confucius and the birthplace of Confucianism. Confucianism stands as an important part of Chinese civilization. Confucianism advocates that "When the Great Way rules, all under heaven belong to the people", proposing "coexistence of all nations in harmony", "universal harmony under heaven", and "a shared community for all nations".

　　To implement the key directives of General Secretary Xi Jinping, Shandong Province launched the Conference of Great Business Partners (CGBP) in September 2018 and established a biennial schedule to sustain efforts in high-quality Investment and Talent Attraction initiatives. The 2nd and 3rd CGBP were successfully held in June 2020 and March 2023, respectively.

　　According to the arrangement of the Shandong Provincial Party Committee and the People's Government of Shandong Province, the 4th CGBP is scheduled to be held in Jinan from October 29thto 31st, 2025. Themed "Upholding Integrity, Embracing Innovation", the conference will include the opening ceremony, a meeting between major leaders of the Shandong Provincial Party Committee and the People's Government of Shandong Province and representatives of participating guests, the“Shandong Night”Exchange Evening for Friendship,as well as 11 themed activities under the Investment and Talent Attraction initiative, to present Confucian style and Shandong charm and foster cooperation and development.
